Front Cover image: A print from the San Diego Police Department negative shows the entire force outside the station at 1028 Second Street in 1908. Police Chief William T. Neely, the ninth man to head the department, is ninth from the left in the front row wearing epaulettes and a distinctive cap denoting his rank.
