Front Cover image: A print from the San Diego Police Department negative shows the entire force outside the station at 1028 Second Street in 1908. Police Chief William T. Neely, the ninth man to head the department, is ninth from the left in the front row wearing epaulettes and a distinctive cap denoting his rank. At the far right, standing next to horses of the patrol wagon, is Harry Von Den Berg, who in 1907 was designated the first officer to be called “detective.” For a further look back at San Diego’s police please turn to the photo essay beginning on page 21.
